Director of External Relations


Orchestrate CSBA’s external affairs aimed at informing the public debate on the future of national defense and the budgetary choices facing the nation. This position combines the functions of: external relations; communications strategist; legislative liaison; and development officer.

Primary Responsibilities

  • Cultivate and maintain a network of relationships with government officials, military officers, sponsors, stakeholders, and media through a range of engagement opportunities from one-on-one meetings to high-level events
  • Maintain contacts database which allows for precise targeting of CSBA audience segments for outreach purposes
  • Create, maintain and expand press contacts for promotion and distribution of CSBA products and events
  • Conceptualize and provide relevant and well-thought out external affairs strategies, ideas and opportunities, and be able to clearly present them to management team and other stakeholders
  • Draft outreach plans for CSBA studies
  • Plan and host press briefings, congressional conferences and other events
  • Identify and recruit members of Congress as sponsors for congressional events
    • Serve as point of contact with Congress in preparation for testimonies by CSBA staff
    • Coordinate testimony follow-up, such as submission for Question for Record (QFR)
  • Handle media inquiries, prioritize and triage requests, and identify appropriate CSBA staff to respond to inquiries
  • Draft press releases
  • Ensure accurate representation of CSBA’s work, positions and statements in the media and correcting errors or misquotations, where appropriate
  • Sustain interest in CSBA work by tying it to current developments in policy and news cycles
  • Maintain CSBA website; monitor and coordinate upgrades, fixes, design updates, and content
  • Work with representatives of traditional and new media outlets to link mentions of CSBA experts and products to the CSBA website in order to increase traffic
  • Track legislative process, leadership, committee membership, and staff changes
  • Identify opportunities for collaboration with other organizations in order to maximize the impact of CSBA’s message and leverage joint resources
  • Collect and analyze information on CSBA’s competitive environment and potential sponsors
  • Collaborate with other senior CSBA staff in crafting effective development strategies for sponsorship development to support CSBA’s research program
  • Draft reports for sponsors on results of outreach and educational activities related to sponsored studies
  • Work collaboratively with President and Chief Administrative Officer to foster CSBA’s mission and maintain relationships with key stakeholders, including the board, staff, sponsors, media, government, and the general defense public


  • Able to achieve an in-depth understanding of CSBA, its research and its organizational strategy and objectives
  • Able to distill complex military-technical analyses for lay audiences
  • Highest caliber written and oral communications skills; excellent writer, editor and public speaker
  • Detail oriented and instinctively able to follow up on projects, seeing them through to completion
  • U.S. citizen either holding or eligible for a government security clearance requiring a thorough background check
  • Able to develop and implement effective external relations strategies with measurable results
  • Team player who can forge and maintain strong relationships with CSBA colleagues
  • Works well under pressure
  • Poised interaction with high-ranking government officials, military leaders, senior business executives, sponsors, congressional staff and media
  • Proven ability to handle sensitive issues with discretion, including political matters and protocol
  • Adroit at tailoring messages to different audiences and communicating in all forms of media
  • Able to prioritize and manage multiple projects simultaneously with minimal supervision
  • Excellent understanding and passion for staying on top of issues, trends, and current events
  • Strategic thinker with creative problem solving abilities, strong time management skills and the ability to perform at a high level in a deadline-oriented environment
