Sen. John McCain pushes Pentagon spending changes

One study often cited by reform advocates, by the Center for Strategic and Budgetary Assessments, found that between 2001 and 2011 the Defense Department spent $46 billion on at least a dozen programs that never became operational. This included $3.7 billion for a new presidential helicopter and $18.1 billion on the Army’s future combat systems.
