Speakers at this week's defense acquisition reform forum hosted by the Arlington-based Lexington Institute emphasized that the Department of Defense needs to become a better buyer, making room for innovation in the acquisition process.

Identify requirements early and stick to them

Stakeholders in projects need to identify requirements early on and avoid adding additional requirements later in the process. Maintaining requirements from the start of a project keeps cost down and offers a more realistic estimate of how long a project takes to complete.
