David R. Berke

Non-Resident Senior Fellow

Mr. Berke is a Non-Resident Senior Fellow at the Center for Strategic and Budgetary Assessments. He has over 23 years of experience as an active duty U.S. Marine specializing in 5th generation aviation, personnel and manpower, international affairs, and innovation as a tool to respond to new and emerging international security threats and challenges. His experience lies at the intersection of operational expertise and strategy development.

Mr. Berke is the founder of BVR Consulting, specializing in 5th generation air warfare and the integration of modern air assets into highly contested three-dimensional battle space. His professional highlights include: Two combat carrier deployments in the F/A-18 to Iraq and Afghanistan, a tour as a TOPGUN Instructor and F-16 pilot, experience as a combat Forward Air Controller, the only Marine to fly the F-22 Raptor while serving as the Division Commander in a USAF operational test squadron, the first operational pilot to fly the F-35B serving as the squadron commander, an academic fellowship at the Johns Hopkins University School of Advanced International Studies, and a tour as a division chief in the Joint Staff J-8 directorate and member of the Vice-Chairman’s Joint Staff Innovation Group.
