Joseph Ross is a Senior Analyst at the Center for Strategic and Budgetary Assessments.  His analytic work focuses on the U.S.-Japan alliance, Asia-Pacific military strategy and defense policy, and allied capabilities and operational concepts.

Mr. Ross recently served as a Country Director for Japan in the Office of the Under Secretary of Defense for Policy, where he led initiatives to strengthen the U.S.-Japan alliance.  During his tenure, he focused on advancing bilateral capability development and strengthening defense industrial cooperation to address emerging regional security challenges.  In recognition of his contributions, he was awarded the Secretary of Defense Medal for Exceptional Public Service.

Mr. Ross also served as a Policy Analyst in the Office of the Under Secretary of Defense for Policy, where he supported efforts to improve U.S. force posture and campaigning in Southeast Asia.

Prior to his government service, Mr. Ross conducted research on the U.S.-Japan alliance, air and space capabilities and operational concepts, and Asia-Pacific regional security. He held research positions with the Stimson Center’s Japan Program, the Global Taiwan Institute, and the Project 2049 Institute.
