Director of External Affairs


Position Description

The Center for Strategic and Budgetary Assessments encourages applications to fill the newly created position of Director for External Affairs. Reporting directly to the Executive Vice President and Chief Operating Officer, the Director of External Affairs will be a member of the CSBA Senior Staff and play a central role in the management of CSBA’s relations with external stakeholders, including the media, Department of Defense, Congress, international allies, academic institutions and defense industry. The CSBA Director of External Affairs will orchestrate CSBA’s external affairs aimed at informing the American debate on the future of its national defense and the budgetary choices facing the nation. This position combines the functions of: external relations; communications strategist; website administrator; social media manager; press secretary; events manager; legislative liaison; tracking public education results; and development officer.


External Relations/Legislative Liason

  • Cultivate and maintain a network of relationships with government officials, military officers, sponsors, stakeholders, and media through a range of engagement opportunities from one-on-one meetings to high-level events.
  • Conceptualize and provide relevant and well-thought out external affairs strategies, ideas and opportunities, and be able to clearly present them to management team and other stakeholders.
  • Draft outreach plans for CSBA studies
  • Plan and host press briefings, congressional conferences and other events
  • Identify and recruit members of Congress as sponsors for congressional events
    • Serve as point of contact with Congress in preparation for testimonies by CSBA staff
    • Coordinate testimony follow-up, such as submission for Question for Record (QFR)
  • Track legislative process, leadership, committee membership, and staff changes
  • Identify opportunities for collaboration with other organizations in order to maximize the impact of CSBA’s message and leverage joint resources
  • Monitor media coverage of studies and events
  • Sustain interest in CSBA work by tying it to current developments in policy and news cycles
  • Draft reports for sponsors on results of outreach and educational activities related to sponsored studies
  • Manage non-commercial use copyright releases for CSBA publications by other organizations
  • Collect and analyze information on CSBA’s competitive environment and potential sponsors


  • Handle media inquiries, prioritize and triage requests, and identify appropriate CSBA staff to respond to inquiries
  • Cultivate working relationships with reporters and editors; stay informed on their priorities in order to identify opportunities to pitch CSBA’s past and future projects and studies, and to increase the media exposure of CSBA experts
  • Draft press releases
  • Provide media training to CSBA staff
  • Assist in formulating media interaction policy for CSBA staff
  • Issue internal media advisories
  • Pitch CSBA op-eds and TV/radio/print interviews
  • Organize and attend editorial board meetings with CSBA principals
  • Create, maintain, and grow press lists for promotion and distribution of CSBA products and events
  • Monitor and maintain database of media coverage of CSBA and staff
  • Ensure accurate representation of CSBA’s work, positions and statements in the media; correct errors and misquotations
  • Maintain contacts database which allows for precise targeting of CSBA audience segments for outreach purposes
  • Monitor media, foundation, industry, and government trends with related ongoing analyses of trends impacting CSBA. Develop and communicate actionable strategic and tactics.


  • Maintain CSBA website; monitor and coordinate upgrades, fixes, design updates, and content
  • Work with representatives of traditional and new media outlets to link mentions of CSBA experts and products to the CSBA website in order to increase traffic


  • Collaborate with other senior CSBA staff in crafting effective development strategies for sponsorship development to support CSBA’s research program
  • Maintain CSBA’s list of prospective and existing sponsor points of contact

Required Skills

  • Able to achieve an in-depth understanding of CSBA, its research and its organizational strategy and objectives
  • Able to distill complex military-technical analyses for lay audiences
  • Highest caliber oral and written communications skills; excellent writer, editor and public speaker
  • U.S. citizen either holding or eligible for a government security clearance requiring a thorough background check
  • Able to develop and implement effective external relations strategies with measurable results
  • Team player who can forge and maintain strong relationships with CSBA colleagues
  • Works well under pressure
  • Poised interaction with high-ranking government officials, military leaders, senior business executives, sponsors, congressional staff and media
  • Proven ability to handle sensitive issues, including political matters and protocol
  • Adroit at tailoring messages to different audiences and communicating in all forms of media
  • Detail oriented and instinctively able to follow up on projects, seeing them through to completion
  • Able to prioritize and manage multiple projects simultaneously with minimal supervision
  • Excellent understanding and passion for staying on top of issues, trends, and current events
  • Strategic thinker with creative problem solving abilities, strong time management skills and the ability to perform at a high level in a deadline-oriented environment
