This study identifies potential elements for a new construct and recommends a set of guiding principles to avoid the pitfalls of previous force planning construct iterations. In particular, the report's author Gunzinger argues, that a new construct should be complemented by the creation of new strategic concepts for each of the Services that describe how, when, and where they can make their greatest contributions to address national security threats.
