A new report from the Center for Strategic and Budgetary Assessments urges the Pentagon to shift its force planning to account for new war-fighting strategies adopted by China and Russia.
The report calls for the U.S. to adapt to a "resurgence of great power competition" and warns that both China and Russia "have adopted new war-fighting strategies that include actions and operations undertaken in peacetime to achieve their long-term ambitions."
The Pentagon should plan for long-term competitions with Russia and China, the report concludes, including an array of low-intensity and "gray zone" activities. The report also recommends a series of operating concepts and capabilities for land, air and naval forces to maintain their competitive advantage over Russia and China.
