Cyber Warfare: A “Nuclear Option”?

The report discusses cyber warfare through the analogies of other major shifts in the military competition, including the advancement of air power in the inter-war period, the shock of the attack on Pearl Harbor in 1941, and the emergence of nuclear weapons at the end of World War II. The study asserts that the attributes of cyber warfare, including the difficulty of attribution, the proliferation of technology, and the absence of a clear firebreak, will likely encourage risk tolerant actors to employ cyber weapons in the future.
