On December 2, 2014, Ambassador Edelman, Distinguished Fellow at CSBA, testified before the House Armed Services Committee on the final report of the 2014 Quadrennial Defense Review (QDR) National Defense Panel where he was a member. Ambassador Edelman discussed the panel's recommendations, including repeal the Budget Control Act, ending the threat of sequestration and return, at a minimum, to funding levels proposed by then-Defense Secretary Robert Gates in his fiscal 2012 budget.
